Requirements Definition, Step Four of the Service Acquisition process, is the most important and perhaps the hardest step because it captures all aspects of the requirement you want to put on the contract. During this step you will complete your risk analysis, Independent Government Cost Estimate (IGE), and requirements document. The Requirements Roadmap tool is used to develop key documents such as your Performance Work Statement (PWS), Statement of Objectives (SOO), and Quality Assurance Surveillance Plan (QASP).
Please note, if you have not completed the first three steps of the Service Acquisition process prior to beginning Step Four, the probability of successfully developing a solid requirements document is diminished. It is important to apply what has been learned in the first three steps to develop an effective requirements document that relates to your stakeholder needs and takes advantage of innovations in the market place.
The following are key outcomes of the Requirements Definition Step:
- Complete the risk analysis
- Use the Requirements Roadmap to capture performance objectives and performance standards
- Determine methods and means of inspection
- Develop the Performance Work Statement (PWS) or Statement of Objectives (SOO)
- Develop preliminary Quality Assurance Surveillance Plan (QASP)
- Develop a Source Selection Plan (SSP)
- Develop the Independent Government Cost Estimate (IGCE)
- Obtain Stakeholder consensus
