Welcome to the Knowledge Based Services (A&AS) Wing of SAM. Knowledge Based Services, commonly referred to as Advisory and Assistance Services (A&AS), relates to tasks that require the application of detailed processes or technical knowledge.
A&AS pertains to the details provided under contract by nongovernmental sources to support or improve organizational policy development, decision-making, management and administration, program and/or project management and administration, or research and development (R&D) activities. It can also involve the furnishing of professional advice or assistance rendered to improve the effectiveness of Federal management processes or procedures, including those of an engineering and technical nature.
The result of these services may take the form of information, advice, opinions, alternatives, analysis, evaluations, recommendations, training, and the day-to-day aid of support personnel needed for the successful performance of ongoing Federal operations.
The majority of A&AS are classified into one of the following subdivisions:
Engineering Management Services
The Engineering Management Services Store in the Knowledge Based Services Wing of SAM pertains to contractual services such as systems engineering, specifications development, technical assistance, engineering and technical services, simulations, and professional services and technology sharing.
Program Management Services
The Program Management Services Store in the Knowledge Based Services Wing of SAM consists of services related to Research, Development, Test, and Evaluation (RDT&E) management and support, special studies and analysis, operations research, policy review and development, program evaluation, program management/support, program review/development, and management services/contract and procurement.
Logistics Services
The Logistics Services Store in the Knowledge Based Services Wing of SAM consists of the support of Logistics involves the integration of information, transportation, inventory, warehousing, material handling, and packaging, and occasionally security.
Management Support Services
The Management Support Services Store in the Knowledge Based Services Wing of SAM pertains to contractual services that provide assistance or advice, for the efficient and effective management and operation your organization. These services are closely related to the basic responsibilities and mission of the agency originating the requirement for the acquisition of the new contract. Included are efforts that support or contribute to improved organization of program management such as data collection, accounting and financial services, and performance auditing.
Administrative and Other Services
The Administrative and Other Services Store in the Knowledge Based Services Wing of SAM pertains to the of material management, courier and messenger support, transcription, mailing and distribution, library services, word processing and typing, stenographic, and administrative technical support for conferences and training programs.
Professional Services
The Professional Services Store in the Knowledge Based Services Wing of SAM consists of the contracted services that provide organized, analytical evaluations in support of policy review and development, program management support, operations research, simulation services, specifications development, systems engineering, analyses, or evaluations.
Education and Training
The Education and Training Store in the Knowledge Based Services Wing of SAM refers to contracted services that provide education and training assistance which include the following:
- Lectures for training
- Personnel testing
- Reserve (or military) training
- Scientific and management education
- Administering tuition, registration, and/or membership fees and assistance
- Providing vocational and technical training
- Department of Defense (DoD) school faculty
- Training and curriculum development
- Certifications and accreditations for educational institutions
- Other training and education services
