Welcome to SAM’s Construction Services Wing. The Construction Services Wing on SAM describes the information about the procurement of construction equipment, services, and supplies. This store includes construction services contracts called Simplified Acquisition of Base Engineering Requirements (SABER), which is used by the Army and Air Force. Construction Services would also include the procurement of construction equipment and supplies that may be used by base personnel. This is one of the few areas which has its own North American Industry Classification System (NAICS) code (23xxxx). While compliance with 5000.74 is not required for Construction Services, note that the best practices found here and in the Defense Acquisition Guidebook apply. SAM will assist in developing the best approach for acquiring these services.

The Structures and Facilities Store in the Construction Services Wing of SAM consists of services related to the purchase of the following structures and facilities: office buildings, government conference space and facilities, other administrative/service buildings, air traffic towers, air traffic training facilities, radar and navigation facilities, airport runways, airport terminals, government missile system facilities, government electronic and communications facilities, schools and educational buildings/facilities, laboratories, hospitals, ammunitions, maintenance, production, construction, tank/automotive facilities, government family housing, storage (all types).
The Conservation and Development Facilities Store in the Construction Services Wing of SAM consists of services related to the purchase of dams, canals, mine fire control facilities, dredging facilities, and other conservation and development facilities.
The Restoration Activities Store in the Construction Services Wing of SAM consists of services related to the construction of restoration of real property (public or private), and construction of restoration activities.
