The role of the System Engineers is:

• Evaluate Project plans to verify that the appropriate activities, quality controls, and product deliverables have been specified.
• Participate in the preparation of TRL Exit Criteria Checklists and support their negotiation with Project Performers.
• Review Project deliverables for adequacy and compliance to internal standards.
• Evaluate Performer plans for systems engineering to determine its adequacy for reducing risk.

• Standardize the development progress by using a Stage Gate Process to clearly define developmental phases.
• Develop Deliverables for a project by following these standardized, easy to follow, outline.
• Establish a well defined set of goals and deliverables for a project by Planning a TRL Roadmap.
• Determine a project's readiness to advance to the next TRL and receive a clear Go/No-Go recommendation by Conducting a Gate Review.
• Use Decision Point to Plan Transition and facilitate effective communications between the Acquisition center and the technology base.
• Create an engineering-styled set of standards for technology development and maturity assessment by Adopting a Standard Development Process.
• Establish a Baseline for the current project.
