Project Managers

A Project Manager plans and reviews the overall technology development program, as well as justifies pursuits to S&T Management. Project Managers often negotiate technical content, formally represent the government in contracts with performers,  and establish current level of technology maturity with Go/No-Go recommendations after conducting gate reviews.

Technology Managers

Similar to the Project Manager, a Technology Manager can play an integral role in the planning and review of the overall technology development program, but is not authorized to formally represent the government in contract matters. The Technology Manager can be a subject matter expert and, as such, primarily performs the technical management but not the program management.

S&T Executives

S&T Executives provide resources and guidance to Project Managers with regard to strategy leading to technical pursuits. In addition, S&T Executives develop and cultivate technology portfolios that align with strategic guidance and participate in gate reviews as needed for decision support.

System Engineers

System Engineers evaluate project plans to ensure that the appropriate activities, controls, and deliverables have been specified, as well as review those deliverables for adequacy and compliance to internal standards. In addition, Systems Engineers evaluate performer plans for systems engineering to determine adequacy for reducing risk.

Software Engineers

Software Engineers, for projects that are software-intensive, focus on verifying that the appropriate activities, controls, and deliverables have been specified for the product.

Test & Evaluation Teams

Test and Evaluation teams participate in the preparation of TRL Exit Criteria Checklists with a special focus on requirements validation for project performers. Often, these teams participate in witnessing technology testing and evaluate test results/reports to determine pass or fail.

Program Cost Analysts

Program Cost Analysts assist the PM/TM with preparation of the project cost models for both the current phase and overall lifecycle cost.
