The role of the S&T Executive is:

• Provide resources and guidance to Project Managers with regard to strategy leading to technical pursuits.
• Develop technology portfolios that align with strategic guidance emanating from organizational leadership and gaps in capability needs from users.
• Participate in Technology Program Gate Reviews as needed for decision support.

• Standardize the development progress by using a Stage Gate Process to clearly define developmental phases.
• Use the Portfolio Manager for increased visibility into the maturity of technology development at every stage.
• Establish a well defined set of goals and deliverables for a project by Planning a TRL Roadmap.
• Determine a project's readiness to advance to the next TRL and receive a clear Go/No-Go recommendation by Conducting a Gate Review.
• Use Decision Point to Plan Transition and facilitate effective communications between the Acquisition center and the technology base.
• Create an engineering-styled set of standards for technology development and maturity assessment by Adopting a Standard Development Process.
• Ease Program Justification by having a straightforward TRL progression tracker.
• Prepare for project justification by establishing a Budget Defense.
