Technical programs and projects must be carefully managed to ensure that technologies not only provide increased capabilities to meet the needs of the warfighter, but that they are delivered to the customer within time and budget constraints. To accomplish this, a logical methodology is needed to support Technology Managers (TM) through the planning and development of their program/projects.

Decision Point is an activity model for technology development that is partitioned into phases and gate-qualifications using TRLs (Technology Readiness Levels). Decision Point defines standard System Engineering and Programmatic-based criteria sets for each TRL, enabling smoother transitions between development phases.
